Information on price of gas and services
Prices can be divided into: gas prices and service prices (non-standard services related to gas distribution and non-standard services related to gas supply, in accordance with the regulatory periods to which they apply)
The final price of gas (the one at which we calculate the cost of gas sold to end customers) consists of several components, i.e. the prices of individual gas system activities. Some of these activities, due to their monopoly and/or public significance (transport, storage, distribution, supply to households under public service obligation), should be carried out according to the principles of providing public services, so the prices of their services must be regulated in order to protect the public interest and prevent the monopoly of the energy company. The prices of the energy services for which there is competition on the market (e.g. procurement and supply of customers in the business category) can be freely formed and negotiated with end customers. Accordingly, the final price of gas is a greater or lesser combination of regulated and free prices.
Regulated prices for public services are called tariffs. Since the tariff is a complex price, for the purpose of applying it objectively (in terms of quantity and conditions of consumption) it is broken down into tariff items. Tariffs or tariff items are calculated by energy companies in accordance with prescribed methodologies, and are approved by the Croatian Energy Regulatory Agency (HERA).
Due to disruptions in the domestic energy market, the Croatian Government has adopted the Regulation on Elimination of Disturbances in the Domestic Energy Market (OG 31/23, 74/23, 107/23, 122/23, 32/24 and 104/24). The regulation establishes special measures for the supply of natural gas, the method and conditions for forming prices for certain categories of natural gas customers, supervision over the application of prices and special conditions for performing energy activities. The special measures are temporary and are prescribed for the period from 01/10/2022 to 31/03/2025.
The price of gas for households using the public service of gas supply is regulated.
In accordance with the prescribed methodology, it consists of:
- Tariff item for the quantity of gas delivered – Ts1 (eur/kWh) which includes tariff items: for gas procurement, for gas distribution depending on the tariff model and the supply margin, and
- Fixed monthly fee – Ts2 (eur) for the gas distribution service and the gas supply service depending on the tariff model (regardless of the quantity of gas delivered).

On 6 September 2024, the Croatian Government adopted the Decision on subsidizing part of the final price of gas supply for end customers in the household category in the period from 1 October 2024 to 31 March 2025. Gas prices for customers in the business category (not households) are market prices and are determined by mutual agreement between the customer and the supplier except in the case of customers who exercise their rights pursuant to the Regulation on Elimination of Disturbances in the Domestic Energy Market (OG 31/23, 74/23, 107/23, 122/23, 32/24 and 104/24) of the Government of the Republic of Croatia.

Gas prices for end customers other than households for the period from 1 October 2024 to 31 December 2024 are determined according to the Methodology for determining the amount of tariff items for public gas supply service and guaranteed supply (OG 30/24, 56/24) and the Decision on the amount of tariff items for guaranteed gas supply for end customers other than households for the period from 1 October 2024 to 31 December 2024 (OG 106/24).
